Environment, Great Lakes and Energy (EGLE) - National Pollutant Discharge Elimination System (NPDES)
The National Pollutant Discharge Elimination System (NPDES) Phase I requirements took effect in 1990 and regulated Municipal Separate Storm Sewer Systems (MS4s) located in communities with a population over 100,000.

In 2008, the State of Michigan, on direction from the Environmental Protection Agency (EPA), updated the NPDES requirements.

Alliance of Rouge Communities (ARC)

The ARC is a voluntary public watershed entity comprised of municipal governments, counties, educational institutions and cooperating partners that work in collaboration through the Rouge River Watershed. Watershed collaborative plans were prepared and consisted of the Public Participation Plan (PPP), Public Education Plan (PEP), Illicit Discharge Elimination Plan (IDEP), and the Total Maximum Daily Load (TMDL) Implementation Plan. 

Friends of the Rouge
Friends of the Rouge (FOTR) is a nonprofit 501(c)(3) organization that was founded in 1986 to raise awareness about the need to clean up the Rouge River in southeast Michigan. Their mission is to restore, protect, and enhance the Rouge River watershed through stewardship, education, and collaboration.
