Meet Assistant City Manager, Melissa Fairbairn. Melissa has a bachelor's degree in history and a master's degree in education from the University of Michigan, as well as a master's degree in public administration from Wayne State University. Melissa will travel to TimorLeste this June as part of the YSEALI Professional Fellowship program sponsored by the U.S. State Department and ICMA. Follow this link to learn more.

CODE OF CONDUCT

MONDAY, JUNE 5, 2023 AT 6:30 P.M.

City Commission code of conduct will be discussed at the City Commission workshop on Monday, June 5, 2023 at 6:30 p.m., immediately before the regularly scheduled City Commission meeting.

Residents are encouraged to attend the workshop to gain a better understanding of topics and projects considered by the City Commission. The Mayor will call for public comment at the end of each workshop to ensure the City Commission has as much time as possible throughout the workshop to learn, explore, discuss and hear community input as well.

Workshop agendas will be available each Thursday preceding the meetings on the city's website.

CHIEF WELLS BECOMES VICE PRESIDENT OF SOUTHEAST MICHIGAN ASSOCIATION

OF FIRE CHIEFS

On Thursday, May 11, 2023 Chief Paul Wells was sworn in as the Vice President of the Southeastern Michigan Association of Fire Chiefs (SMAFC). SMAFC has made it their goal to promote the advancement and education of the fire service.

This is Chief Wells’ third year on the executive board which covers the largest region in Michigan – the area east of Lansing and south of Midland. Chief Wells’ goal is to continue to work with local fire chiefs and State officials on fire safety codes, and funding for training, recruitment, and retention of firefighters.

REMEMBERING A LOCAL HERO

On Sunday, May 21, 2023, the Birmingham Fire Department participated in a memorial service with the family members of Thomas M Brown Thomas tragically lost his life 50 years ago while fighting a basement fire on Brown Street on March 6, 1973. At the time of his passing, he was married and had a 3-year-old daughter named Jennifer His family and Birmingham firefighters shared stories and toured both stations, along with visiting the memorial wall of fallen Birmingham firefighters at Fire Station 1.

The City planted two apple trees at Fire Station 2 in Firefighter Brown’s honor. The apples from the trees will be harvested by current Birmingham firefighters and will serve as a remembrance of a fallen hero

JOIN US FOR THE INAUGURAL POLICE DEPARTMENT

OPEN HOUSE & BIKE RODEO

SATURDAY, JULY 29, 10 A.M. - 1 P.M.

The Birmingham Police Department is proud to announce our first Open House! The event will take place on Saturday, July 29, 2023, from 10 a.m. to 1 p.m. in the parking lot behind Birmingham City Hall, located at 151 Martin Street, during the Day On The Town event.

Birmingham Police Officers will join Chief Grewe in welcoming community members to meet with us and enjoy a few hours of fun. Officers will demonstrate resources our department provides, as well as host other agencies that are available to assist in various situations.

Attendees will enjoy an evidence technician demonstration, vehicle display, impaired driving simulator, and they will learn about the Adopt a Senior program, Oakland Community Health Network, Comfort Canine/Therapy Dogs, Michigan State Police Bomb Squad and Oakland County Sheriff Office Drone Team. The Birmingham Fire Department will demonstrate a simulated vehicle extrication. Birmingham staff members will also be available to assist with prescription drug drop off and to hand out free gun safety locks. Young members of our community may participate in a Bike Rodeo to learn about bicycle safety.

NEWS FROM THE CLERK'S OFFICE

GENERAL ELECTION ON NOVEMBER 7, 2023

Birmingham will hold a general election on Tuesday, November 7, 2023. At this time, the ballot will include four Birmingham Commissioner seats and three Birmingham Library Board positions, all for four-year terms. Filing deadline for petitions and candidates is 4:00 p.m. on July 25, 2023.

CITY COMMISSION AND LIBRARY BOARD CANDIDATE AND PETITION INFORMATION

City Commission and Library Board candidates must be registered voters and residents for at least one year before the November 7, 2023 election. Petition packets containing all the information needed to run for these positions are available at the City Clerk’s Office during regular business hours. Candidates must complete the petition packet’s required paperwork and collect more than 25 but not more than 50 signatures from Birmingham registered voters. Signers must print their names with their current address and date. A signer may only sign one petition for each available seat; in this election that means a single voter can sign no more than four City Commission petitions and three Library Board petitions. The Clerk’s Office must receive all candidates’ paperwork no later than July 25, 2023 at 4:00 p.m., after which the Clerk’s Office will review to ensure all petition requirements are met. The clerk cannot extend the filing deadline for any reason. For more information regarding petition and candidate filing please visit www.bhamgov.org/elections.

ABSENTEE VOTER INFORMATION

Voters who wish to vote absentee will need to fill out an Absentee Ballot Application. This application will be mailed out to anyone on the Permanent Absentee Application List in late August for the November 7, 2023 election. An application will need to be completed and returned to the Birmingham Clerk’s office in order to receive the absentee ballot. If you are not on the Permanent list, you can request an Absentee Ballot application by going to www.michigan.gov/vote after August 24, 2023.

In Birmingham, residents have the option to join the "No Soliciting" list to protect their privacy and reduce unwanted interruptions from door-to-door solicitors and peddlers. However, it's important to note that this list does not apply to religious and political solicitations, which are not prohibited.

To confirm the legitimacy of a solicitor's permit, reach out to the City Clerk's Office at (248) 530-1880. They will provide the necessary information and assurance regarding licensed solicitors.

If you ever feel uneasy or uncomfortable with a solicitor or peddler, it is crucial to voice your concerns. File a complaint by contacting the Police Department at (248) 530-1870. They will address your complaints promptly and take appropriate action.

CALLING ALL PAWS: GET LICENSED!

Calling all Birmingham pet owners! We've got some important news for you and your furry pals. It's time to grab those leashes and get your pets licensed because we're all about keeping things fun and safe!

If your dog or cat is four months or older, they need to be licensed in the City of Birmingham. It's a simple process that ensures the well-being of your fur babies and the community Just make sure they're up-to-date on their rabies immunization because the license will expire in the same month as their immunization.

You can get a license at the City Clerk's Office during regular business hours, hop online to www bhamgov org/petregistration, or send in your application by mail If you're going the mail route, don't forget to include the pet license registration form, immunization record, and payment.

The license fees are the same for new registrations and renewals: $15.00 for a 1-year tag, $20 00 for a 2-year tag, and $25 00 for a 3-year tag When it's time for renewal, make sure your pet gets that rabies shot again and renew through the City Clerk’s office.

WALKING YOUR PETS AND ORDINANCE REMINDERS

All dogs must be on a chain or leash and under reasonable control of some person at all times.

Owners cannot allow animals to deposit fecal matter in any place other than the premises where the animal is harbored or kept, unless it is immediately collected and removed. No person shall harbor or keep any dog which, by loud or frequent or habitual barking, yelping or howling, causes a serious annoyance to the neighborhood, or to people passing on the street.

Please remember dog waste should be collected with a bag and disposed of in your garbage container, not your yard waste bin.

OUTDOOR DINING

Outdoor dining is a vital part of an active and engaging streetscape and adds to the experience of Birmingham’s downtown and other commercial districts On May 22, 2023, the City Commission passed new ordinances relating to outdoor dining in the City of Birmingham These new ordinances were designed to provide harmonious outdoor dining design in order to support public health, activate public space, foster economic development, safeguard the use of public property, and provide flexibility for current trends and future demands for outdoor dining

KEEP GRASS AND WEEDS BELOW EIGHT INCHES

The City's ordinance requires grass and weeds to be kept below eight inches high to ensure our city continues to look well-maintained. Poison ivy, ragweed or any other poisonous, noxious or unhealthy growths are prohibited. Those in violation of this ordinance will have their lawn mowed and will be required to pay for the service. NEW AD HOC AGING IN PLACE COMMITTEE

At the April 24, 2023 meeting the City Commission passed a resolution to create an Ad Hoc Aging in Place Committee (AIP). The function of the AIP is to study current demographic trends, evaluate the needs of the City’s aging population, and to prepare a Citywide action plan outlining the vision and goals to improve the health, safety and welfare of senior citizens and encourage residents to age comfortably in Birmingham. A majority of the members shall be residents of Birmingham and qualified voters When available, preferred qualifications/areas of professional expertise and experience include: gerontologist, senior health or nutrition, adult education, elder law, representative of Birmingham NEXT, and intergenerational specialist

Staff from the Manager's Office will serve as ex-officio member(s) of the committee. The City Commission will interview at the June 26, 2023 meeting to fill six regular member positions with terms expiring January 31, 2023. BIRMINGHAM’S UNDERGROUND RAILROAD HISTORY ON DISPLAY AT CITY HALL FOR JUNETEENTH HOLIDAY

Juneteenth became a federal holiday in 2021 after the passage of Senate Bill 465 following decades of effort by Opal Lee, a retired teacher and African American activist Juneteenth commemorates the emancipation of enslaved African Americans, and is a contraction of “June” and “nineteenth,” in reference to the June 19, 1865 proclamation of freedom for enslaved people in Texas. Since that time, Juneteenth has been broadly observed as a celebration of African American culture in many parts of the U.S.

In honor of Juneteenth, the Birmingham Museum will display a special exhibit banner during June at the Municipal Building It will feature Birmingham’s connection to the Underground Railroad and the stories of formerly enslaved George and Eliza Taylor and abolitionist Elijah Fish. The Taylors and Fish are buried in Greenwood Cemetery, and their burial sites are now listed on the National Park Service’s Underground Railroad Network to Freedom and the Michigan Freedom Trail. This retractable banner is the first of several planned by the museum to create portable exhibits that can be displayed throughout the city The banners will focus on varying themes of Birmingham history as an expansion of our community outreach programs, and will be available as loans to schools and civic organizations

The Birmingham Museum is open Tuesday – Saturday from 1 to 4 p.m. During the closure of the Allen House through mid-June, admission is $3; children 5 and under and Friends members are free. BIRMINGHAM GREEN

It is almost summer – the sun is shining, flowers are blooming, and bees are buzzing. For me, taking some time to “stop and smell the roses” is essential to my mental and physical well-being – and I think that it is not just applicable me. This summer, whether you are planting a new one or admiring an old one, I encourage you to really stop and take some time to look closely at your gardens. Study the different pollinators interacting, marvel at the vibrant colors of each flower, take in the different textures…it is truly a wonder.

Over the years, I have developed some favorites that I would like to share with you in the hopes that if you do not already have some planted in your gardens, you might consider them in the future. These plants are all native, and in the spirit of summer, are full sun to part sun compatible
