RESIDENTS ENCOURAGED TO ADVOCATE FOR RENTERS’ RIGHTS

The Birmingham City Commission is encouraging residents to advocate to the House and Senate of Michigan to pass House Bill Nos. 6565 and 4063, and Senate Bill Nos. 205, 206, and 207. The bills would add a right to renew lease provision to every rental agreement, and prohibit housing or rental discrimination based upon source of income Download a sample letter residents may send to state representatives regarding this matter. The City will also encourage Birmingham landlords to sign and display a voluntary Code of Conduct

PROPERLY CARE FOR LITHIUM ION BATTERIES FIRE

PREVENTION TIPS

The Fire Department has seen an increase in incidents involving Lithium Ion batteries When not properly cared for, these batteries can cause fires. Batteries that undergo stress or damage can be subject to a phenomenon called ‘thermal runaway,’ which occurs when a battery cell short circuits and starts to heat up uncontrollably, leading from one battery to another and so on. Based on how many batteries are involved, the fuel around them can see temperatures of 3,631 degrees Fahrenheit.

Follow these steps to decrease the likelihood of a lithium ion battery fire:

Purchase original equipment from the manufacturer (OEM), Choose products that are Underwriters Laboratories (UL) rated. UL sets industry-wide standards on new products. They continually check these products to ensure they're safe. Store batteries in a cool/ dry environment that does not allow for rapid temperature changes,

Avoid impact damage from accidental dropping of the battery, Do not leave fully charged batteries on chargers. Remove them and unplug the charging unit when not in use. We recommend plugging these chargers into a surge protected power strip which offers another layer of protection.

BACK TO SCHOOL SAFETY REMINDERS

HAVE PATIENCE AND DRIVE SAFE

It’s that time of year again! As students head back to school, this is a good time for a reminder about traffic safety and students who walk to and from school. Most schools have “school zones”, where speeding violations have increased fines and points. Crossing guards are posted throughout the district and are vested with the authority to stop traffic so students can safely cross a road.

Many students are bussed to school. We are all familiar with school buses and their flashing red lights and automated stop signs. Passing buses while these are activated carries a hefty fine and points. Additionally, police officers don’t have to directly witness these violations for them to be enforced. Complaints from crossing guards or bus drivers are investigated, and when warranted, enforcement action will be taken. To ensure the safety of our children attending school, please have patience and drive safe!

BIRMINGHAM GREEN

As leaf blowers continue to gain national attention, the conversation has come to Birmingham and has remained present in the thoughts of many. The science is clear – leaf blowers with two-stroke engines contribute to air and noise pollution – and potentially unnecessary As cities continue to grapple with what to do with these machines, the problem continues to compound, and the health of the public and environment continues to suffer The problem may be summarized into three main categories: emissions, noise and environment.

Emissions: Two-stroke engines complete the combustion and exhaust cycle in two strokes of the piston, leaving some fuel (which is an oil and gas mixture) unburned, decreasing fuel efficiency and increasing emissions. There are no emissions regulations for two-stroke leaf blowers, which makes their use for extended periods of time produce more emissions than a car.

Noise: With average decibel levels of 80-90 at a distance of 50 ft (with even higher decibel levels experienced by the user), the noise produced from two-stroke leaf blowers has the potential to cause long-term hearing impairment.

Environment: Leaf blowers in general, but especially those with more powerful two-stroke engines, damage essential environments for insects, birds, and other wildlife, thus impacting biodiversity.

This fall, you can lessen your impact by considering contractors that utilize electric equipment, leaving your leaves, raking wherever possible, or replacing an end-of-life leaf blower with an electric one. In addition, follow the City’s efforts to reduce the usage of two-stroke leaf blowers City-wide by signing up for one of the City’s many communication tools.

HELP YOUR NEW TREE THRIVE

The City plants trees every spring and fall in street right-of-ways and at City parks and properties. This fall, a contractor will install approximately 150 trees (typically in October). If a tree is planted in your easement, the City askes that you properly water the tree once a week for 3-5 minutes with a hose, or using a watering bag (lawn irrigation alone is insufficient) The City appreciates the residents' assistance with helping grow and sustain Birmingham's beautiful urban forest!

LABOR DAY REFUSE COLLECTION DELAY

Refuse collection will be delayed by one day the week of September 3, 2023 due to the Labor Day holiday on September 4 Please remember to bring all containers to the curb by 7 a.m. the morning after your normal pickup day. The regular schedule will resume the following week.

STORM DAMAGE REPAIRS CONTINUE

Thank you for your patience as the Department of Public Services works to resolve damage left behind by back-to-back days of strong storms in late August Crews continue working diligently to clean up downed trees and branches and restore washout areas in City parks and properties DPS has also been clearing catch basins and repairing storm damage to streets and sidewalks throughout Birmingham.

FLOOD DEBRIS REFUSE COLLECTION

Residents who experienced flooded basements during the recent storms may place all flooding debris at the curb for collection by Car Trucking, the City's refuse contractor, through September 12. We appreciate your patience as crews make their way around town to collect both regular refuse and flood debris. As always, the City collects mattresses, furniture, appliances, doors, and carpeting (rolled, no longer than 4' long and tied) Building or construction material such as wood, drywall, etc will now also be accepted to assist the community following this significant rain event. If you are using a restoration company, let them know they should provide disposal of the material Please note flooding debris collection is separate from regular refuse collection.

NOVEMBER 7 BALLOT TO INCLUDE TWO PROPOSALS

Birmingham‘s next election is Tuesday, November 7, 2023. Voters will select four City Commissioners and three Library Board members, all for 4-year terms The ballot will also include two ballot proposals:

A .33 senior millage proposition. Visit www.bhamgov.org/seniormillage for more information.

A proposed amendment re: marihuana establishments. Residents will vote on a proposed amendment to Part II of the Birmingham City Code, Chapter 26 – Businesses, Article XII – Marihuana Establishments. Visit www.bhamgov.org/cannabis for more information.

EARLY IN-PERSON VOTING OCTOBER 28 - NOVEMBER 5

The passage of Proposal 2022-2 last November created a constitutional right to no less than nine days of early in-person voting for not less than eight hours per day in each statewide and federal election, which occur in even years. Although Birmingham’s 2023 election is neither type, the City is working with Oakland County Elections Division, Bloomfield Township and Southfield Township on a pilot program to offer early voting before this year’s November 7 election from October 28 through November 5 at the Bloomfield Township Library and Oakland County’s Waterford Oaks County Park. Hours and additional details were still being finalized at press time and will be communicated to voters as soon as possible. If you receive an absentee ballot for this election and later decide to vote in person, either early or on Election Day, please bring the ballot when you come to vote

ABSENTEE BALLOTS AVAILABLE IN LATE SEPTEMBER

Voters who wish to vote absentee in the upcoming election will need to complete an absentee ballot application. Those on the permanent absent voter list should have received an application in the mail. Applications are also available from the clerk’s office and online at mi gov/vote In late September, absentee ballots will be mailed to voters who have returned an absentee ballot application this year, and will also be available in the clerk’s office. New this year, enjoy free return postage for absentee ballot applications and absentee ballot return envelopes mailed within the U.S.

UNDERSTANDING TEMPORARY MAILING ADDRESSES

Voters temporarily living outside Birmingham – such as college students or snowbirds – can request that an absentee ballot be mailed to their out-of-town address Please communicate your temporary address to the clerk’s office, either on the absentee ballot application in the space provided, online at mi gov/vote or by contacting the clerk’s office at elections@bhamgov.org or (248) 530-1880. Please be sure to provide an end date for your temporary address to prevent election mail from being sent there after you leave. College students who forgot to sign an absentee ballot application before leaving town can request one online at mi gov/vote

If you are temporarily living at a different address within Birmingham, as many do when renovating their permanent homes, please note that state law prohibits the clerk’s office from sending an absentee ballot to a different address within the City in which you are registered to vote. Michigan law also prohibits the postal service from forwarding ballots Options for those in this situation include:

CITY ORDINANCE UPDATES

KEEP GRASS AND WEEDS BELOW EIGHT INCHES

The city's ordinance requires grass and weeds to be kept below eight inches high to ensure our city continues to look well-maintained. Poison ivy, ragweed or any other poisonous, noxious or unhealthy growths are prohibited. Those in violation of this ordinance will have their lawn mowed and will be required to pay for the service. Access the entire Grass and Noxious Weed ordinance (Sec. 118-66) on the City's website.

PET ORDINANCE REMINDERS

All dogs must be on a chain or leash and under reasonable control of some person at all times. Owners cannot allow animals to deposit fecal matter in any place other than the premises where the animal is harbored or kept, unless it is immediately collected and removed

No person shall harbor or keep any dog which, by loud or frequent or habitual barking, yelping or howling, causes a serious annoyance to the neighborhood, or to people passing on the street. Please remember dog waste should be collected with a bag and disposed of in your garbage container, not your yard waste bin

LICENSE INFORMATION

If your dog or cat is four months or older, they need to be licensed in the City of Birmingham. It's a simple process that ensures the well-being of your pets and the community. You can get a license at the City Clerk's Office during regular business hours, online or send in your application by mail. If sending by mail, don't forget to include the pet license registration form, rabies immunization record and payment.

The license fees are the same for new registrations and renewals: $15.00 for a 1-year tag, $20 00 for a 2-year tag, and $25 00 for a 3year tag. When it's time for renewal, make sure your pet gets that rabies shot again and renew through the City Clerk’s office.

The Birmingham Ice Sports Arena is celebrating 50 years! The arena offers skating opportunities for those of all ages. FALL TOUR OF GREENWOOD CEMETERY TO INCLUDE NEW RESEARCH AND TALES OF PIONEER SPIRIT AND IRONY

The Friends of the Birmingham Museum conducts docent-led tours of Greenwood Cemetery in the spring and fall. As new research emerges, the stories are evolving to include expanded information about women, family life, and more. Now included are the Underground Railroad Network to Freedom-designated burial sites of formerly enslaved residents George and Eliza Taylor, and of abolitionist Elijah Fish, who helped form the first Anti-Slavery Society in Michigan. Visitors can see the recently restored Fish grave marker and that of the Utter family, also on the fall tour, whose murders in 1825 resulted in the formation of the cemetery The tour will include the stories of Martha Baldwin, suffragette who steadfastly worked to improve

Birmingham, Ebenezer Raynale, pioneer doctor who established the Oakland County Medical Society, and Henry Benedict, cemetery sexton whose death had an ironic twist Stop by the east gate of the cemetery on Saturday, September 23 at 1 p.m. for an unforgettable hour of fascinating stories of the people who shaped Birmingham.
